i really think that you have too much faith in the average human... if a user doesnt even know that the tech is there how do they know to turn it off / ask someone else to re configure it ? strange as it may seem the average disco sport / range rover driver isnt hanging around on this forum talking ...

as i said I didnt drive it and this was from a 15 min look around it

given its 15k less than my disco for a similar spec it would have to be absolutely terrible. Googling doesnt seem to elicit any negative messaging from him

You are missing the point - any authorised dealer is able to reset an InControl Account to a VIN as easily as resetting the Valet mode passcode on the infotainment system.
